ATS Pricing & Costs

How Much Does Bullhorn Cost in 2026?

By The Crumblelead Team·Published October 15, 2026·Last updated October 15, 2026

Bullhorn costs $99 per user per month on its Starter plan and $165 on Core, excluding tax (£80 and £120 in the UK). Pro and Max are priced by quote; third-party estimates put Pro at roughly $199 to $250 per user per month, but those are estimates, not Bullhorn prices.

For years Bullhorn was quote-only, so most pricing articles relied on guesswork. Since mid-2026 its small-agency pricing page lists real figures for the two entry plans, and states "No setup fees. No hidden costs." This guide sets out what each plan includes, what the quote-only tiers are likely to cost, and the costs that sit outside the seat price. It was last updated on 15 October 2026.

What are Bullhorn's published prices?

All prices are per user per month and exclude VAT or sales tax.

What does each Bullhorn plan include?

Starter is the core ATS: candidate and client records, resume parsing, job posting with a career portal, and support. A Bullhorn offer page describes Starter as for one-to-two user agencies only. The main pricing page does not repeat that limit, so confirm it if your team is larger.

Core is the first plan with the marketplace, which matters if you rely on integrations. It also adds custom fields and workflows, the LinkedIn connections and an email sidebar. Pro is where AI arrives: the pricing page places AI search and match, Amplify Chat and automation on Pro, along with the sales CRM. Max adds the Amplify agentic workflows Bullhorn launched in 2025 and extended with Digital Workers in May 2026.

Larger agencies are quoted separately on Front Office Growth, Front Office Enterprise, Bullhorn One (with timesheets, invoicing and pay and bill) or Bullhorn Recruitment Cloud on Salesforce.

How much do Bullhorn Pro and Max cost?

Bullhorn does not publish these prices, so every figure here is a third-party estimate. HeroHunt (May 2026) estimates Pro at $199 to $250 per user per month. Pin (updated June 2026) gives an overall range of $99 to $315 per user per month and cites a SelectSoftwareReviews figure of $18,000 a year for nine users, about $167 per user per month. Spott puts the core ATS at roughly $99 to $129 and Bullhorn One at $150 to $250 or more.

Use these as a starting point for negotiation, not a budget. Ask for a written quote that names the plan, term, seat count and any AI or automation products.

What does Bullhorn implementation cost?

Bullhorn's pricing page says implementation is free on Starter, Core and Pro, and that Max implementation is scoped separately. Its implementation package promises to "go live in under two weeks" and includes migration of up to 15,000 candidate, company and contact records. Starter and Core use a self-paced OnRamp portal; Pro gets a dedicated consultant.

Older articles quote setup fees from $1,000 to $50,000. Those predate the free implementation offer, so treat them as historical or as applying to enterprise plans. If your database is larger than 15,000 records, ask how the extra records are handled.

Which costs sit outside the seat price?

Bullhorn lists onboarding and back office (pay and bill) as optional and priced separately. Amplify Digital Workers are available to Amplify customers, with pricing not disclosed. According to Atlas, its Data Replication service, which syncs data to your own database, is a paid add-on.

Third parties estimate other extras. HeroHunt suggests $30 to $50 per user per month for automation, $40 to $60 for analytics, and $1,200 to $2,000 a year for premium support. These are estimates; check whether your plan already includes the capability before budgeting for it.

What contract and exit costs should you plan for?

Bullhorn does not publish contract terms on its pricing page, and there is no free trial. Third-party sources commonly report annual contracts. Capterra reviewers cited by Pin report increases of about 20% at renewal, and HeroHunt estimates a 15% to 20% premium for monthly billing. These are user reports and estimates, so ask for the renewal terms in writing.

On exit, a final full backup with all attachments is offered at termination. Requesting a full backup mid-contract carries a fee, which Bullhorn does not publish. Bullhorn may not keep your data more than 60 days after the contract ends. Pin cites TrustRadius estimates of $5,000 to $10,000 for exit and migration work; your own cost depends on the destination system.

What would a five-person agency pay?

Using list prices for five users over twelve months, before tax:

OptionAnnual cost for five usersBasis
Bullhorn Starter$5,940Published price; confirm Starter is available for five users
Bullhorn Core$9,900Published price
Bullhorn ProAbout $11,940 to $15,000Estimate from HeroHunt's $199 to $250 range
Crumblelead$1,800 monthly billing; $1,500 annualPublished price, every feature included

The comparison is about subscription cost, not equal scope. Bullhorn Pro includes capabilities a perm desk may not need, and Bullhorn's temp and contract back office has no Crumblelead equivalent. See Crumblelead vs Bullhorn for the feature comparison and our ATS pricing guide for how to compare quotes.

What should you ask Bullhorn before signing?

A few written answers make a quote comparable with any alternative:

  • Which plan does our headcount qualify for, and can a team of our size buy Starter?
  • Is the contract annual, and what happens if we reduce seats mid-term?
  • What is the renewal price, and is any increase capped?
  • Which AI features are included in the plan quoted, and which are separate products such as Amplify Digital Workers?
  • Does our plan include API access? Bullhorn has historically placed it on higher tiers.
  • What does a full backup cost if we ask for it before the contract ends?

How has Bullhorn's pricing changed?

Archived copies of Bullhorn's pricing page show the shift. In 2024 every tier was quote-only. From January 2025 the ATS was shown as "Starting at $99". Between February and May 2026 no prices appeared. By June 2026 Starter at $99 and Core at $165 were published, and Max was added around late July 2026. Bullhorn has also run promotional offers, such as a 30% offer page, so ask whether one applies.

Where Crumblelead fits

Crumblelead costs $30 per user per month, or $25 billed annually, with every feature on one plan, no seat minimum and a 14-day trial with no card. It suits perm-focused small agencies. Bullhorn remains the better choice for temp and contract back offices, a large marketplace or SOC 2 requirements. Compare other options in our Bullhorn alternatives guide.
